Scouting is where every great Football Manager save starts, and this FM27 scouting guide covers everything you need to find great players in Football Manager 27 (FM27). That means how the new Recruitment screen works, what's changed from FM26, how to read a scout report and how to find wonderkids on any budget.
You don't need an editor or a cheat tool for any of it. It's all done the proper way, with your own scouts.
How does scouting work in FM27?
Everything to do with signing players now lives under Recruitment in the main menu. FM27's new menu runs along the top of the screen: Portal, Squad, Tactics, Recruitment, Training and Club.
At the top of the Recruitment screen is a control panel that does most of the work:
- Staff advice from your scouts and Director of Football.
- Budget changes, if you want to move money between transfers and wages.
- Recruitment focuses, which tell your scouts what kind of player to look for.
- Scouting range and budget, which decide how far your scouts can travel.
- Delegation, so staff can handle tasks you don't want to do yourself.
Your scouts then send their findings to your inbox. In FM27, a scouting progress message lists the players they've found with their ratings, in a list or a card view, and each scout report arrives in full in its own message. You can read it, shortlist the player and move on without opening a new screen.
What's new in FM27 scouting?
Sports Interactive changed a lot of small things that add up. Here are the ones that matter most for scouting:
- The NXGN 50 message lists the top 50 wonderkids in the game. Treat it as a starting point for your youth targets.
- Tactical Effectiveness gauges show on the Recruitment screen and in scout reports, telling you whether a player suits your squad and tactics.
- Sell-on fees appear in scout reports, and clubs ask for more when they're owed one.
- Agent offers stay visible for the whole window, and the asking price rises as the deadline gets closer.
- Young players care more about game time. Promise minutes or expect a no.
- Out of possession roles now show in the key attributes of the Player Database.
- More precise data. xG, non-penalty xG, xA, chances created, dribbles, shots on target, key passes and key tackles per 90 minutes all show more decimal places, so it's easier to compare players.
- Unemployed managers can still see their shortlists and the Player Database, which is handy if you're between jobs.
The full list is on Sports Interactive's FM27 features page.
Which scouts should you hire?
Your scouts decide which players you hear about and how accurate the stars are. When you hire, look for:
- Judging Player Ability and Judging Player Potential. These matter most. Weak judges give you misleading stars.
- Knowledge of the countries you want to scout. A scout who knows a country spots more of its players.
- Adaptability, if you want them to work outside their home country.
FM27 still describes staff attributes in words rather than numbers. Aim for words like "Outstanding" and "Excellent" for the two judging attributes. Put your best judge of players in the Chief Scout role.
How to set up recruitment focuses
A recruitment focus tells your scouts exactly what you need, so they bring back players who fit instead of hundreds who don't. FM26 rebuilt recruitment focuses around roles, and FM27 builds on that system:
- Choose the role, not just the position. Pick the role the player will play both with and without the ball, for example an inverted full-back who presses high.
- Set the age, budget and wage limits you can actually afford.
- Set the priority. In FM26 a top-priority focus needed at least two scouts, so save top priority for the gap that matters most.
- Check matches regularly. Players marked as a full match or a near match are your shortlist.
Keep it to two or three focuses at a time. Too many and your scouts spread themselves thin.
How to read a scout report
A scout report has more in it than the stars. Read it in this order:
- Tactical Effectiveness. If the gauge says he won't suit your tactics, think twice, however good the stars look.
- The stars, with care. Stars are judged by your staff and compared with your own squad. A four-star player at a lower league club may be two stars at a Premier League club. Silver stars mean the player is below half a gold star.
- The pros and cons. These tell you what the scout liked and what worried him, such as consistency or injuries.
- Personality. Professional, determined players develop better. A poor attitude can waste a big transfer fee.
- Cost. Check the fee, the wages and any sell-on clause, since FM27 shows these in the report.
- The data. Compare his per-90 numbers with your current starter in the same role.
If you're unsure, ask your Director of Football. In FM27 they'll advise on fees and how to structure the payments, for loans as well as transfers.
Where to scout for wonderkids in FM27
Start with the NXGN 50 message and our FM27 wonderkids list, which ranks the best 150 young men and 50 young women in the game. Then go wider:
- South America. Brazil and Argentina produce more young talent than anywhere else. Fees can be high, but releasing clubs often accept instalments.
- Portugal, the Netherlands and Belgium. Academies here sell their best players young, so prices are fair and the players are used to European football.
- France. Huge numbers of young players. Many good ones never get a first-team chance at their club.
- Your own country. Home-grown players help with squad rules and work permits.
On a budget, our cheap wonderkids list only includes players valued at £3m or less.
How to scout on a small budget
Small clubs can scout well too. They just have to be smarter about it:
- Keep your scouting range local at first, so your budget lasts the season.
- Use Team of the Week. Sports Interactive's own tip for FM27: players in it are already performing, so they're a free shortlist.
- Scout the free agents before anyone else does. Our free agents list shows the best ones at the start of the save.
- Target expiring contracts. Players over 23 can sign a pre-contract with a foreign club from January. See our contracts ending list.
- Look for bargains, not names. Our bargains under £1m list is a good place to start.
FM27 scouting guide: the quick version
If you only remember five things from this guide, make it these:
- Hire scouts who judge well. Their judging of ability and potential decides how much you can trust the stars.
- Set two or three recruitment focuses around the roles you need, not just positions.
- Read the Tactical Effectiveness gauge before the stars. A player who doesn't fit your system won't help.
- Check the full cost: fee, wages and any sell-on clause, which FM27 now shows in the report.
- Use the free routes: Team of the Week, free agents and expiring contracts cost nothing to scout.
Scouting tools that don't spoil the game
Plenty of tools let you see every player's hidden ability. They work, but they take away the thing that makes FM fun: finding out for yourself.
FM Shadow Scout is our free alternative. It reads your save and recommends players who'd suit your club, such as a striker who's ready now or a wonderkid you can afford, without ever showing attributes, current ability or potential. You still send your scouts and make the call. It's the closest thing to having a brilliant chief scout on your staff.
