If you manage in England, the FM27 work permit system will block a signing sooner or later. This guide explains how work permits work in Football Manager 27 (FM27): who needs one, how the points system works, what ESC places are, why players get refused and the tricks that get deals over the line.
FM27 copies the real rules English football uses, the Governing Body Endorsement (GBE), so everything here also explains why real clubs sign the players they do.
Who needs a work permit in FM27?
At an English club, any player who isn't a British or Irish citizen needs a work permit. Since Brexit that includes players from France, Spain and the rest of the EU.
You don't need one for:
- British players, from England, Scotland, Wales and Northern Ireland.
- Irish players, because of the Common Travel Area between the UK and Ireland.
- Dual nationals who hold a British or Irish passport. A Brazilian with an Irish passport needs no permit, but an EU passport on its own doesn't help.
Our no permit needed list ranks the best young British and Irish players in FM27, so you can see who's available without any paperwork.
One more rule catches people out. Under FIFA rules, UK clubs can't sign 16 and 17-year-olds from abroad, including the EU. In FM you'll usually have to wait until a foreign teenager turns 18 before he can join.
How does the FM27 work permit points system work?
A men's player passes in one of two ways.
1. Automatically, through international football. If he plays a big enough share of his country's senior internationals over the last two years (one year for younger players), he passes straight away. The better his country's FIFA ranking, the lower the share he needs:
| Country's FIFA ranking | Share of internationals needed |
|---|---|
| 1 to 10 | 30% |
| 11 to 20 | 40% |
| 21 to 30 | 60% |
| 31 to 50 | 70% |
| 51 and below | Can't pass this way |
2. By scoring 15 points. Points come from:
- International appearances, up to 10 points.
- Minutes in his domestic league, up to 12 points.
- Minutes in continental competitions such as the Champions League, up to 10 points.
- How his club finished in its league, up to 6 points.
- How far his club went in Europe or its continental cup, up to 10 points.
- The strength of the league he's leaving, from 12 points for the top band down to 2 for the lowest.
These figures come from the FA's published criteria. A regular starter for a good club in a strong league usually passes easily. A young player at a small club in a weak league usually doesn't.
The Exceptions Panel. A player on 10 to 14 points can still be approved by a panel, for example if injury or international duty cost him minutes. In FM this is the appeal you're offered after a refusal.
Women's football uses its own system: 24 points, with a panel for players on 20 to 23. There are no ESC places in the women's game.
What are ESC places in FM27?
Elite Significant Contribution (ESC) places let a club sign a few players who don't have enough points.
- Premier League and Championship clubs get up to four.
- League One and League Two clubs get two.
- The number depends on how many minutes your England-qualified players get, so playing them earns you places.
- In FM27, ESC places are only for players under 23. Sports Interactive added this to match the real rules for 2026/27.
Use them wisely. An ESC place is the only way to sign most young South American or African talents straight away, so save them for players who'll make a real difference.
Where to find the work permit rules in FM27
Each league's rules are listed in the game. Open the league's page, go to its rules and scroll down to the work permit rules. Menus have moved in FM27, so if you can't find them, search for the league and look for the rules on its overview.
Before you bid, check the player's profile and scout report. They give you a rough idea of whether a work permit is likely. If you use FM Shadow Scout, tick "Must be able to get a UK work permit" and it'll only recommend players who should get one.
Why do work permits get rejected?
A refusal almost always comes down to one of these:
- Not enough international football. Squad players for smaller nations rarely pass on caps.
- Not enough club minutes. A talented young player stuck on the bench scores very few points.
- A league that earns few points. Players from lower-rated leagues start well behind.
- Too young for ESC, or too old. In FM27 ESC only covers players under 23, and you may have no places left.
In real life, the FA also stopped clubs reapplying for a refused player in the same window, unless something important has changed. When a permit is refused in FM, the game gives you the option to appeal. If the appeal fails and you have an ESC place free, the game asks whether you want to use it. If not, the transfer collapses.
How to get round a work permit rejection
- Loan him out first. Sign the player and loan him to a club in a strong league abroad, such as in Portugal, Belgium or the Netherlands. A season of regular football and continental minutes can earn him enough points to pass later.
- Wait for the caps. A young player who breaks into his national team will pass on international appearances alone. Keep him on your shortlist and check again in the next window.
- Use an ESC place. For a special under-23 talent, this is what they're for.
- Check the passports. Some players hold a second nationality. A British or Irish passport removes the problem completely.
- Sign British and Irish players. Our no permit needed list is the shortcut.
- Look at free agents and loans. Free agents and players already in the UK on loan often have the minutes and caps to pass. See our free agents and loan targets lists.
FM27 work permit checklist before you bid
Run through this before you make an offer for any foreign player:
- Check his passports. A British or Irish passport means no permit is needed.
- Check his caps. Is he a regular for his country? Compare with the table above.
- Check his minutes. A regular starter scores far more points than a substitute.
- Check his league. Players from strong leagues earn more points than players from weaker ones.
- Count your ESC places. If he's under 23 and you have a place left, that's your safety net.
The real FA moved some leagues between bands for 2026/27. Brazil's Série A and Japan's J1 League moved up, and Turkey's Süper Lig moved down. FM27's database may not match every change, so always check the in-game rules for the league you're buying from.
Players who don't need a work permit
If you want to avoid the problem altogether, build around:
- Young British and Irish players. Start with our no permit needed list.
- Dual nationals with a British or Irish passport.
- Your own academy. Playing England-qualified youngsters also helps you earn ESC places.
Get this right and you'll spend less time on rejected bids and more time building your team.
